refactor: `core/fs` into `vault`

Per @dan-jan 's idea

Motivation:

• Calling our core/fs module fs is super confusing for contributors.
• It's actually our super opinionated helper wrapper on top of fs.
• Vault might better represent what we're trying to do here with local-first apps...
