Refactor DVID to easily handle different block sizes

Now that we are trying different internal block sizes, review code to make sure interplay between data instances with different underlying block sizes work together properly. In particular:

• ROI should be able to set its own block size and the partition command should work appropriately.
• Masking of POSTs using ROI.
