Auto-tagging or tagging on upload

Is your feature request related to a problem? Please describe. Right now we can restrict the visbility of books with tags and custom columns. In multi-user installations, this still leads to problems: If a) you allow each user to see only books with a user-specific tag, uploaded books disappear and have to be tagged by a master-user. If b) you deny users to see books tagged by another user, this has to be updated everytime a new user is added and also, a book is visible to all until it is tagged.

Describe the solution you'd like I think the easiest workaround would be to give the option to auto-tag uploads or allow users to add a tag on upload.

I guess for the plugin system, some broader design choices have to be made before working on the features. Or would it be possible to work on some of the functionality now (in this case the post upload hook) and refactor it into something more cohesive later? Because I would really like to work on this.
