For individual shelves - you can make available to users only those shelves that are public.

If you want individual groups to be able to access separate shelves, you can do this with tags - by adding tags to different books - for example, tag: shelf 1, and setting each new user to only have access to see books tagged shelf 1.

Conversely, it's also possible to make all books visible except those with a particular tag.
