Switch Issue templates to form based templates

What is the current behaviour and why should it be changed?

GitHub seems to have introduced issue templates with text fields: https://github.com/miurahr/aqtinstall/blob/topic/miurahr/issues/bugreport-form-template2/.github/ISSUE_TEMPLATE/bug_report.yml aqtinstall changed to this. I think we could also benefit from this new method for bug reports.

Has this feature been discussed and generally agreed? No
