generate_json_rpc_docs.py script shouldn't publish to repo file

A Python script generate_json_rpc_docs.py in our repo produces a markdown file in our repo. It would be ideal that the Python script could run automatically, and produce the same markdown file at a fixed address outside our repo. This issue is summarized in this PR.
