Extractor should not add duplicate objects

Need to do some kind of validation when we have duplicate objects which can only be present once.

This includes both unique objects such as GLOBALGEOMETRYRULES, as well as objects of the same type with the same name.

We need to define whether the source or target version of clashing objects should take precedence.
