Uploaded to 10.7.1 JSS results in a config profile w/o any config

I've uploaded JamfPrivacyPreferencePolicyControlProfiles to my 10.7.1 JSS and it accepts it, but doesn't have any configuration assigned, other than the name/description. screen shot 2018-10-15 at 8 14 18 am

Currently (as of Jamf Pro 10.7.1), the TCC profile will be uploaded, but the payload won't appear in the JSS UI. You can see the results on the client by locating and viewing the Profiles pane and selecting the specific TCC profile (or by viewing the raw profile with an appropriate viewer/editor)
