Hi, can you update readme on how to install, how to use please?

Hi, here is a user guide document in Chinese https://jameslahm.github.io/labelme/, I'll translate it into English when I have time. And for quick installation and use, you could first clone this repo, and then directly double click LabelMe.exe in the bin directory, it should work. Feel free to ping me if that does not help.
