This PR will make pr e2e longer by 25% or so
my latest commit does 2 things - reduce presubmit epochs from 18 -> 10 and only run for electra -> fulu - moves bellatrix -> fulu post merge test to...

@bgiegel backfill is released now in 7.1.0
@553589912 arb nodes need all the blobs/datacolumns so they need --supernode or --semi-super node flags
