Style of local file new tab is incorrect

My new tab's home page is a local file (I flipped the https only switch). The problem is, the style of the home page is different. For example, the home page has an explicit

CSS background of "grey", but it gets rendered as white. Any suggestions?

I am not following. Please elaborate.

The CSS isn't rendered properly. For example, my home page sets the background color to be gray, but when the "New Tab" extension loads, the background color is white.
