Reloading while tab is active even when set not to reload

This just started last version, possibly the version before, but I was not able to truly verify it until now.

On Edge if you have the option to not reload if the tab is in use the tab will still reload even if you are actively using the tab. I've no had this happen a few times now and it's resulted in losing my position in a log that I was reviewing.
