Where do you find that bug template I've seen in other comments?

Firefox, only option selected is "Stop even on playlists"

The video is stopped from playing as expected. But when I press play, it starts at the beginning.

The page loads and the video does not play. But when it does play, it starts at 0:00, not 1:23 (83 seconds)
