pacmc removes mod from database even if uninstall process failed

OS: Windows 11 If a file is used by a process, it cannot be deleted and this is causing pacmc remove <mod> to crash while the given mod is loaded.

The mod gets removed from the archive but is still in the folder

until this issue is fixed, if you encounter it close the game and call pacmc refresh after that
