Windows 10 Enterprise, 64-bit processor VSIX installer window displays: "Waiting on the following processes to shut down before continuing with modifications"

The display window is empty.

at bottom of VSIX installer window: "There are open instances of Visual Studio. Clicking "End Tasks" will result in losing all unsaved changes in your projects." Clicking "End Tasks" has no effect. Clicking "Cancel" closes the window.

I have re-booted the machine and executed the installation immediately after the re-boot. Same thing.

Any update on this. Getting same issue, the environment is Windows Server 2016.
