Update to AWS CLI v2 with prebuilt docker image

AWS now has their own Docker Image of AWS CLI v2

This pull request tries to update AWS CLI version and replace docker image of python and replace it with AWS provided Docker Image.

Imo this project needs to be archived due to lack of maintenance. There are many other S3 sync actions to use. I have created my own if anyone wants to use it: https://github.com/badsyntax/github-action-aws-s3
