Allow Real Passcode Unlock Off, but still works

With the toggle “Allow Real Passcode” disabled, the real passcode can still be used.

Reproduction steps:

  1. Disable “allow real passcode” in settings
  2. Lock device
  3. At lock screen, enter real passcode
  4. See “Unlocked” text at top of screen (where the clock is) - passcode screen remains, phone appears to be locked still
  5. Press cancel to exit passcode screen
  6. Press home button, passcode screen is not presented, phone is unlocked.

I has an idea what could be causing this but I can't seem to reproduce it. I don't see any "Unlocked" text nor i can bypass the lockscreen.
