Add placeholder attribute to h:inputText and h:inputTextarea

It was previously requested via https://github.com/jakartaee/faces/issues/991 for 2.1 but general response was "use passthrough attribute instead" which I personally don't agree on for the placeholder attribute. Use of passthrough attribute should ideally be limited to "custom" (data) attributes.
