Never really used flows and not sure what to do with this. We should probably start a spec discussion.

Removing tags/labels for now.

As the current in Mojarra fixes a corner case I suggest we bless the current behavior and pull it in the specification and re-enable the associated TCK test unless there is of course a reason why this cannot be done.

I've never really used flow scope and I'm not sure what to adjust in spec without spending a lot of time on investigating the actual issue.

So if someone knows off top of head what to adjust, please do so and prep PR.

If nobody has bandwidth I suggest just closing it and leaving the status quo as it is
