API release 4.1

The Faces committers have asked for an intermediate Jakarta Faces release, with intermediate meaning not aligned with a major Jakarta EE release.

4.1 has changed to be aligned with the Jakarta EE 11 released. 5.0 will be the Faces.next one.

4.1 M1 was released. 4.1 M2 will be released soon.
