Filtering only outgoing packets while running Clumsy on another PC

I want to run clumsy on my notebook and make it only affect the outgoing packets of my main PC My setup: I connected my notebook to PC with LAN directly (crossover) and notebook to my router. I gave both devices IP adresses outside of the range of my wifi Router for the crossover connection, set the gateway to the respective other PCs IP adress and enabled sharing the connection to my wifi router in adapter options on the notebook. When i run tracert on the PC to any IP on the internet it now routes trough the IP i gave to the notebook.

When i filter "outbound" for lag it only affects the ping times to IPs on the internet on the notebook, not on the PC. Filtering "inbound" does increase the ping time on both PC and notebook by the delay that i set but i need it to filter outbound (only).

How can i make it filter outbound on my PC? I dont even know how to measure if it is filtering outbound or inbound, i didnt find any programs for determening asymetric ping times. Do i need to change the setup?
