Hotkey and Only run on a specific program

idk if this sound weird and dumb but can you add hotkey into clumsy? cuz i just wanna activate it when i press the key and also, can you make it like... only affects on specific program? like netlimiter but i dont wanna use it cuz i cant buy key and its doesn't have lag with ms parameter like clumsy
