[Feature Request] Add the Ability to Skip to a Certain Time in a Song

It would be a great addition to be able to skip to a certain part of the song or rewind it in some way. I know that this is already a planned feature but this is also a suggestion as to how it could be implemented

I would like for you to add a !time feature that will let you designate a specific time in a song to skip to

1. You would use !time and then type in a time you want to skip to in the song, ex: !time 3m 23s
2. The bot just searches for the exact song it's listening to, and adds ?t=203 to the URL because youtube allows you to watch any video starting at a specific time (203 is 3m and 23s, aka total seconds).

This feature is pretty much the only thing this bot's missing from an user standpoint.

We have plans to get #674 merged soon & probably make it part of the version 0.4.1 release
