Title parser does not apply charset

Hi,

if I let web crawler crawl this url: http://home.izum.si/cobiss/cobiss_obvestila/1998_3/html/clanek_07.html I get this results:

So the charset is must be correctly extracted because the content is displayed right. But the page title is not extracted correctly.

Is this a bug, or can you advise mi further, how to fix this.
