how to configure php environment for Hashover?

On my Win10 OS... My php has been configured, but when I visited my site locally, http://localhost:4000/test.php，there was nothing but downloading it.

Moreover, when I visit my site: www.s-captain.com, there was a problem: hashover-javascript.php?url=http%3A%2F%2Fwww.s-captain.com%2Ftalk%2F&title=碎片森林&hashover-script=11:1 Uncaught SyntaxError: Unexpected token < Pls help...Thanks~

I wonder if anyone here wants to take the maintenance of this project, as @jacobwb is very quiet. We cannot merge any pull request. If there is someone here who wants to accept this challenge, let us know. I opened an issue.
