Link to sections in other pages dont work.

Describe the bug Quartz does not redirect to desired tag name. In render_link.html, the tag is completely ignored and even you set in the inspector to some other section in other page, it will go to other page but not to the desired section. This is useful, if you want to support block references or embedding of references To Reproduce create a link with href = "otherfile#section", and click on it.

I believe the problem might be due SPA router but I am not sure. Expected behavior The browser should go to desired #section
