WARNING: mjpg-streamer should not be used on untrusted networks! By default, anyone with access to the network that mjpg-streamer is running on will be able to access it.

Can someone elaborate on this?

If I use the ZeroMQ output plugin only, would that be OK?

This warning is only there to say that there is no authentication on the webcam - which is to say, anyone with access to the same network as the webcam can freely view the stream. For example, if you have five people on your WiFi, any/all of them can view the webcam stream.
