Lithuania phone number placeholder issues

Plugin version

e.g. v23.1.0 (please try latest version)

Steps to reproduce

1. Open countries list.
2. Choose Lithuania.
3. See wrong phone mask placeholder with "8" at the beginning.

Expected behaviour

While choosing Lithuania as a country code I expect to see phone mask placeholder with 8 numbers without 8 at the beginning. Phone example: +370 123 45 678

Actual behaviour

I choose Lithuania as Country code and see phone number placeholder in form: +370 (8-612) 34 567 but the one of such a format doesn't work as we don't need "8" at the beginning.

Can you please provide all of the requested details in the new issue form - e.g. version number at the top, and initialisation options at the bottom. Thanks.

And please make sure you've tried using the latest version of the plugin. (and utils script)
