Not listed in Foundry plugin list?

I was looking for this plugin on Foundry's built-in plugin manager but it looks like this isn't listed in that repository anymore. Should this plugin not be used anymore? I see the Cartoon version of the spell effects module is still listed, have all these effects been merged into there?
