Windows DLL version metadata removed between 1.9.11 and 1.9.21

Somewhere between version 1.9.11 and 1.9.21 the build process for the Windows DLL removed the version metadata from the built DLL.

This should be added back in. It's helpful to know which version you're looking at just from the file metadata.
