Dark theme for PDFs to match atom theme

Ummm... Aren't pdf files possibly considered a vector image format, and the background is by default while?

I'm using this in LaTeX to match my editor.

\usepackage{xcolor}\pagecolor[rgb]{0.172,0.2,0.239}\color[rgb]{1,1,1}

Looks great but don't think you can do this on all types of PDFs.
