[Feat] Support creating new topics and uploading files in topics

Proposal

If a folder contains multiple folders, create a topic named after each folder, and then upload the files contained in the folder to the topic named after the folder.

Nowadays, TDL is already support upload to topics via #559. But I don't think we will add create new topics feature to tdl.
