[Feat] Ability to Upload to a Group Topic

Recently, thank you for adding the topic feature in forwarding, A lot of love for that.

Can you add a feature to Upload to a Group Topic for it in up also. Thank you

there only is -c Chat id option but --Topic dosen't work

@ar5hil I make PR #559 which add the support on upload to topic by add both --topic and --to flag. would you like to give it a try?
