Suggest all tags or tags from project tree

Hi, it's a grat plugin, but...

Now only tags from current project are suggested, which is not very practical for us since we have projects divided into multiple sub-projects and only way to use suggestion feature is to select parent project, where are tags defined, save it and than change project, which is not very convenient.

I propose using the same sharing-system that is used for milestone/version sharing.

Considering that the tags are not related to the versions, I'm not sure what to say about this.

In my opinion, a better option is "Allow cross-project subtasks".

Definitely +1. It would be cool to have option to allow tagging across all projects. Querying and suggesting I mean.
