(Windows 11) IVPN installer opens behind UI and update dialog

Description:

When running the IVPN update mechanism, the IVPN installer opens behind the UI and the update dialog, making it initially hidden from the user.

Steps to reproduce:

  1. On Windows 11, on version 3.14.14, activate the update mechanism.
  2. Proceed to install the update, which prompts the IVPN installer to open.
  3. Notice that the IVPN installer does not appear in the foreground.

Expected result:

The IVPN installer should open in the foreground, allowing the user to see it clearly.

Environment:

IVPN: versions 3.14.14 to 3.14.17 Platform: Windows 11

The issue occurs only on Windows 11 (it is not reproducible on Windows 10)
