(Linux) CLI: print error description why Split Tunneling functionality not available

Description

Currently, if the Split Tunneling functionality is not available and when a user calls ivpn splittun -status or ivpn splittun -on, the only general error test is shown: Error: the Split Tunneling functionality not available

Describe the solution you'd like

It would be more informative for users to see the error details.
