Missing $.fn.smileWidget

The JavaScript code attempts to use an smileWidget() on an jQuery object, which doesn't exists and raises an error. Where can I find that?

Also, it uses the cookie plugin, which it has under js/stuff/plugins/jquery.cookie.min.js, but isn't loaded.
