Murky "underwater" vision is preserved when loading a save.
If you quicksave out of water, jump in the water, then quickload, your vision will still be murky. This goes away if you reenter the water and come out again, or pick up any item (presumably because pickups cause a brief brightness change).
CNR - Underwater view tint is not managed by game code, so this seems to be an issue with your engine port. What engine are you using that exhibits this behavior? Can you reproduce this in vanilla in the same engine?
Interesting, I'm using WinQuake that came with the Steam version. The bug doesn't happen in vanilla.
