The initial concept behind Smart Data Allocation for a custom plan was to evenly distribute the data across each day, and rollover of any unused data to the following day....

Could be a bug that happened during the indexing of installed applications which was fixed by clearing the app data.

You're right. The error is a result of AlarmManager limit. Thanks for reporting it. Will look into it.
