Sending state to a peer in Firefox and Safari doesn't work

In both browsers receiving state is working fine.

Firefox gets an error {"type":"peer-unavailable"} Safari doesn't even error out, just never connects

Safari Version 12.0.1 (14606.2.104.1.1) Firefox 65.0
