Introduce placeholder states for any redacted components

Currently it goes redacted -> not redacted after loading. And stays redacted if it didnt load anythig.

Ideally we have a previous step, "placeholders", similar to how we have them for ContentCard's.

placeholder (while loading) -> redacted if no data, else show data
