Support the RIF 1.2 Format (Requirement Interchange Format)

In automotive projects often requirements are managed in commercial tools which allow a RIF export. Using the RIF format as input for OFT would be very beneficial.

Should we go for RIF 1.2 only or should we consider to support RIF 1.1 and RIF 1.01 as well

Since we are doing a clean slate implementation let's stick to the latest.

ReqIF would still be nice, but since none of the maintainers currently works in an industry where ReqIF plays a role, we would need an outside contributor for this.
