Restrictions are always stored in the routerdb even when the vehicle type is not in any of the vehicle profiles being loaded.

When loading the planet file using the bicycle profile there are also restrictions loaded for motorcar for example.

This is a low-priority non-blocking issue because it has no effect on routing and only a very very small effect on the size of the routerdb.
