does not pronounce voiced velar spirant at all

bug found while inputting /ʊjʁʊrˈtʃɛ/

Same bug, but when inputing /ˈmaʁ.ke.t͡ʃĩ/

I'm not sure if eSpeak can do this; I suppose we could map it to "r" as an approximation.
