Link: When active and focused without hover, links have undesired red underline

Expected behavior

A link that is active + focused without hover has consistent color between the text and the underline

Actual behavior

A link that is active + focused without hover always has a red underline, for normal links and sidenav links.

Steps to reproduce the issue

1. Click and hold your mouse on a link
2. Drag your mouse away from the link without letting go
3. Observe the red underline

This is probably a selector ordering issue. Link styling is often quite complex and results in problems like this. @chriscoyier has a recommended order with a fun mnemonic—let's make sure we're at least following that, and if we already are, will need to look a bit deeper at this combination.
