cloud versioning: external deps

As a companion to #8411, we need to also handle version-aware dependencies. Ideally, we shouldn't even need to do anything here and we should check for version IDs when collecting info about external dependencies. If that's not possible, we could allow a version_aware: true field to explicitly enable version ID checking. See https://iterativeai.slack.com/archives/CB41NAL8H/p1690511655030419.
