add binary download links

Due to https://github.com/iterative/cml/pull/842 we could use release binary assets directly to remove any dependency on a particular version of nodejs/npm.

We can also re-use logic for obtaining latest asset URL to keep links up-to-date.

Potentially could add a "proper" download button?
