Site is broken without JavaScript

When I open https://docs.itch.ovh/wharf/master or https://docs.itch.ovh/wharf/master/index.html, I am greeted with just the ReadMe of this repo:

I notice the square is a link to the next page, but where did the table of contents go?

It seems the ToC is loaded by JavaScript? A static element really shouldn't be using JavaScript to load it.
