PNRR section EN translation missing

Describe the bug

This page -> https://developers.italia.it/en/software shows the PNRR section text in Italian, it should be translated

IIRC the translation was deemed as low priority, considering the audience of that section: mainly italian public administrations, but a translation would be nice anyway.

Seems that the problem has been solved with the commit 0ee20dd

There is still a misalignment though since the filter is now translated in Italian but each software page shows the original value of the publiccode.yml which is in English. So if I filter for Benessere I get the IO-APP which shows welfare in the Ambito di Applicazione section.

BTW software should be uncountable -> https://github.com/italia/developers.italia.it/blob/0ee20dde705f1c8560381cb2a50063c8b59501fd/_data/l10n.yml#L591

Also, those terms were never translated in order to stick to the original English version shown in the standard -> https://docs.italia.it/italia/developers-italia/publiccodeyml/it/0.2.1/scope-list.html#tag-validi
