Move transparency-obligation-organization to a separate folder

As I said in other messaging system, probably this does not make sense. The controlled vocabulary of reference is transparency-obligation. This is not a controlled voc per sé. It is just a set of additional triples for the main voc that is transparency-obligation.

It is a matter of understandability and usability of the repo. And in any case, if you separate it you have then to exclude this directory from the harvesting (it does not include DCAT-AP_IT metadata because it is a view of the real vocabulary that is transparency-obligation). I would leave things as they are, according to our discussion on slack. @ioggstream
